Reorganize some variables/functions definition in wined3d

Reorganize some variables definition, put some conditionals around some
functions.
Oliver, it's the only cleanup I have, I hope it won't inconvenience you
too much.

Changelog:
Don't define some functions/variables if they won't be used after in
wined3d.
