[Url.dll] Add a function and two stubs.

This patch modifies url_main.c to include a function and two stubs.

Url.dll only has an entry point so I thought I could try making the dll better.

I believe if there are no errors this patch should accepted because
Wine should be able to run without native Win32 dlls.
