comctl32: scroll listview if changing scroll bounds changes the scroll pos

This fixes a problem that can be observed in report mode listviews with 
a horizontal scroll bar and the scroll thumb to the right. After 
shrinking a column the scroll pos changes, the header is moved but the 
list content was not.
