comctl32: header [4/6]: Correct the HDM_SETITEM notifications

[I've forgot to attach the patch in the previous mail]

These patches tries to correct some bugs in header notification messages.

Changelog: make the HDN_ITEMCHANGING notification contain the new data
instread of the old. The HDN_ITEMCHANGING/CHANGED now contains the text
field in the correct format.
