[WINED3D] Support more than 4/6 tex/temp registers

I was advised to resubmit, so here is this patch again.
This is a combination of previous patches:

wine.more_than_6_temps.diff
wine.more_than_4_tex.diff (version 2)

I thought it made some sense to merge those, they were similar enough, 
and one requires the other.
