shell32[2/3]: add desktop entries parsing code

This patch adds a simple desktop entry parsed (as used e.g. by the 
trashinfo files). The format differs slightly from the Windows profile 
format (e.g. the charset is always UTF-8, comments starts with '#', not 
';') so I've written a new parser.
