regedit[1/2]: remove custom filter from open/save dialogs

The custom filter buffer didn't contain any valid input and this was 
causing the filters list to be empty in import/export dialogs. Thus it 
didn't work anyhow. I don't think this is a useful feature and Windows 
regedit doesn't use it so I think removing it is the best solution. 
After removing it the filters list works.
