msi: increase MSIMAXHANDLES to 2048

This lets http://bugs.winehq.org/show_bug.cgi?id=4227
get to the next problem.    (1024 handles wasn't enough, I checked.
2048 might not be enough for a truly huge app, but this should
hold us for a while.)
