msi: remove limit on number of handles (take 5)

Requires previous patch that added a conformance test.

This matches native behavior, and lets the Quicktest Pro
installer get to the next problem;

Removes todo_wine on conformance test for handle limit.

(If this isn't good enough, please let me know why... thanks.)
