mscoree: Take advantage of an installed Mono for Windows to run .NET applications.

This patch enables running .NET applications on Wine with some caveats:

- You need to have the core fonts installed because Mono appears to depend on them (go Louis!).
- If the app brings its own assemblies it will not start because registering assemblies is
  currently not supported.
- Obviously, if Mono doesn't support a .NET feature, it may not work either.
