WineD3D: paletted texture emulation using fragment shaders

Hi,

This patch adds 8-bit paletted texture emulation support using a fragment shader.

When the Direct3d\DirectDrawRenderer option is set to 'opengl' the performance of games like StarCraft can increase a lot (depending on the cpu/videocard). On my pentium-m laptop + radeon 9000 (plain dri) starcraft is very fast (without the patch) but on my Athlon64 3800+ with a geforce 6600gt it is sluggish. Using the patch the game isn't sluggish anymore but plays smoothly.
