WGL: fix wglGetPixelFormatAttribiv bug

Hi,

This patch fixes a crash in wglGetPixelFormatAttribiv when iPixelFormat is set to 0 and the attribute the program queries is different from WGL_NUMBER_PIXEL_FORMATS_ARB.

After this fix the Geforce8 Smoke demo from Nvidia works on Wine. In the end wglGetPixelFormatAttribiv needs a big cleanup and that's why I have also added a TODO comment to it.
