- Registry-Entry for "Local Port" added (NT)
  Return the Monitor-Entry for "Local Port" also, when the dll
  failed to load (we do the work of localspl.dll in our winspool.drv)


Info:
localspl.dll from w2k is loadable in wine with minimal versions for
"sfc.dll" and "spolss.dll"
