crypt32: implement enhanced key usage

ChangeLog: implement CertGetEnhancedKeyUsage, CertSetEnhancedKeyUsage,
CertAddEnhancedKeyUsageIdentifier, and
CertRemoveEnhancedKeyUsageIdentifier

This should also fix the wintrust compilation with my latest patch to it,
sorry I missed that earlier.
