Substitute the nonfree font Tahoma with Arial

This patch adds a string pair to the registry substituting tahoma with
Arial, this allows people to run programs requiring tahoma without
actually having it, as Tahoma is not free.

this will for example allow people to install and run steam more easily,
as well as other applications, Mathcad for example.

Arial looks very similar to tahoma, so users shouldnt notice anything.

the only thing that is that even if the user has tahoma, it will use
arial in its place, however i have carefully thought about this (and
discussed with others), and in my opinion it really isnt a problem, as
Arial looks very similar, and is available under a non-nasty license..
and considering the fact that wine will be one step closer to running
applications without requiring nonfree third party stuff, i'd say the
gains far outweighs the drawbacks..
