[PATCH 7/8] [WineDbg]: add ability to reload a minidump

- now recognize winedbg foo.mdmp on command line
- fleshed out tgt_minidump to reload information from minidump
Not fully working yet (lots of commands are still buggy on reloaded
minidump), but the core of the functionalities are present
