MSACM: acmDriverMessage() with proper support for DRV_CONFIGURE

This patch adds support for supplying a DRVCONFIGINFO structure when the 
application does not. This is required for coaxing native codecs into 
displaying their configuration dialogs.

Changelog:
* Allocate and supply a DRVCONFIGINFO structure for DRV_CONFIGURE when 
application does not supply one.
