MSACM: acmDriverAdd() support for ACM_DRIVERADDF_FUNCTION, implemented local drivers

Finally, the patch everybody was waiting... ;-)

This patch uses all the previous patches to implement 
ACM_DRIVERADDF_FUNCTION, with all the local driver structures copied 
over from winmm. Eric Pouech, Mike McCormack, please comment on this new 
implementation.

* Implemented local driver management (from winmm)
* Implemented acmDriverAdd[AW] support for ACM_DRIVERADDF_FUNCTION
* Added awareness of local drivers in acmDriverClose()
