[LOSTWAGES] download: change RH maintainer

Apparently I accidentally snuck a change in last night when I put up
WWN #318.  I added Andreas Bierfert as the RH maintainer and removed
Vincent.  This definitely seems necessary, but the wording on the
download page may need to be adjusted.  Ideally we'd have a page like
the Debian one ( http://www.winehq.com/site/download-deb ) for Fedora 
describing how to set up and use yum, though the one line instructions 
I included in download.template should work for 99% of users.

At any rate, here's a small patch that just fixes up the existing change
I made.  I'll let Newman apply it so the change might be seen by more
folks in case you want to discuss it.
