wcmd: if c:\autoexec.bat if found execute it

This removes an #if 0

Up to win 98se autoexec.bat on the boot drive is modified by installers 
is used to hold program path and environment data for most 16 bit and 
early win32s applications.

Does this need a check the HCUK/software/wine/version <= win98 
HCUK/software/wine/AppDefaults/wcmd.exe <= win98 ?
But if c:\autoexec.bat does not exist this patch does not change the 
code flow.

Changelog:
  - Look for autoexec.bat on C: with is the boot drive on most systems
  - If found execute it
