[Setuapi] implement SetupDiCreateDeviceInfoListExW - try 2

Okay.. here is a new version of my patch. This time
I also included SetupDiDestroyDeviceInfoList and a test. Also
I tryed to fix most reported problems, except that DeviceInfoSet
remains in setupapi_private.h. This could be changed sooner or
later.
