[Setuapi] implement SetupDiCreateDeviceInfoListExW - try 4

Hi everybody.

This is a new try to get this patch in. Here is the list of changes:

* moved struct DeviceInfoSet from setupapi_private.h to devinst.c
* removed all old code for SerialPortList, and replaced it with FIXMEs
* renamed mail subject to SetupDiCreateDeviceInfoListExW, as its no longer 
SetupDiCreateDeviceInfoListExW

Lets hope its okay now :)
