[Setuapi] implement SetupDiCreateDeviceInfoListExW - try 5

new try.... changes:

* introduced GetLastError return value check
* SetLastError(ERROR_ACCESS_DENIED) was changed to ERROR_INVALID_MACHINENAME, 
  so we pass test on windows
* kicked out goto, becuase it was not needed
