compstui: add minimal compstui.dll (stubs only)

We need a working compstui.dll for comdlg32.dll,PrintDlgEx*

The changes for "configure" are not included.



Changelog:
 - compstui: add minimal compstui.dll (stubs only)



A "libcompstui.a" for cross-compiling  with MinGW will follow,
when "compstui.dll" is in the tree
