[AppDB] - class user unit tests for user::update_password() and user::getMaintainerCount()

This patch increases testing code coverage slightly for class user.

During code review of the second half of the sql injection changes I found 
bugs in these two functions.  To confirm the bugs I added unit tests for 
them, verified that the tests failed, fixed the bugs, and verified that the 
tests pass.
