USER32: Fix the default height for CJK fonts.

I changed round your patch a bit to keep the negative value assigned to 
lfHeight (as negative values mean something a bit different - see [1]).

Does this still work for you?  It makes notepad's menu look right for me 
  with in Korean and English.
