winspool: Do not fail in OpenPrinter on pDefault / local Printserver

- Open the local Printserver is implemented.
- Downgrade OpenPrinter with LPPRINTER_DEFAULTSW from a failure
  to a FIXME

Some tests, that where skipped before, are now tested.
My prev. Patch: "winspool/tests: more tests for OpenPrinter (Resend)"
changes one of this extra Test in "todo_wine()"
(The one with "defaults.DesiredAccess=-1")
