[winecfg] - Option to use GLSL for shaders

This patch adds an option under the graphics tab to toggle the use of 
GLSL for shaders (used for Shader Model 2.0+ with WineD3D) as described 
at http://wiki.winehq.org/DirectX-Shaders.
