[WINED3D] D3DCAPS: Check registry for UseGLSL enabled

D3DCAPS will now report Shader Model 3.0 capability to a game via the CAPS
structure providing that both ARB_SHADING_LANGUAGE_100 is supported and
"Use GLSL for shaders" it checked in winecfg (Brian Hill's patch).
