mshtml #1: Added heuristic hack that decides if run the page from moniker or gecko chsnnel.

It's time to add such function. The main cause stopping us from getting
rid of it is an incomplete URLMoniker implementation, but MSHTML also
needs some work to handle IMoniker properly. In future we should get rid
of this function.
