[AppDB] Basic checking of rating logic.

Add some basic checking of rating logic when a user submits testing data, by 
printing an error for the following conditions.

- If 'Runs?' is not equal to 'Yes', only allow a Garbage rating.
- If the application is marked as not installable, do not allow a Platinum 
rating
