user [2/2]: add GetRawInputDeviceList stub (try 4)

        Add missing stub for GetRawInputDeviceList to user32.dll.so - without 
it some games cannot run.
        This patch modify input.c and user.spec by adding there stub's code 
and spec-entry.
	(This patch have dependency: "user [1/2]: add GetRawInputDeviceList stub (try 
3)")
