WineD3D: gamma cap

Hi,

In wined3d we support GetGammaRamp/SetGammaRamp but we don't advertise this capability. This patch adds the missing gamma cap and the needed defines. Further it removes one bad cap which at some stage got added to Caps3 but which doesn't belong there (it is a device cap and it is already set in DevCaps some lines down).
