userenv: Make GetProfileType report a normal (non-roaming) profile.

Most users don't use roaming profiles, let alone temporary profiles
(when roaming is configured but the profile could not be loaded) or
mandatory profiles (a roaming one that does not save itself at
logout).

Moreover, native rsaenh refuse to generate keys on such systems by
design (it is not secure).
