advapi32: Unit tests for GetFileSecurityW

These tests were extracted from my previous patch and tested on
Windows XP and 98. Dmitry Timoshkov has since proposed another patch
here: http://winehq.org/pipermail/wine-patches/2007-April/038347.html

These tests passed on both Windows systems but failed on wine with or
without Dmitry's patch. Dmitry's patch solved bugs 6625, 7666, and
8117.
