Fix for dlls/wineoss.drv/mixer.c to compile on Solaris 10 with OSS

This patch fixes dlls/wineoss.drv/mixer.c to not include a couple of calls if 
the defines from the OSS header don't define them.  

This time with the patch included.. :-)
