WGL: GetPixelFormat fix for offscreen formats

Hi,

This patch lets GetPixelFormat return 1 for offscreen pixelformats. This 
strange behavior is demonstrated by a testcase on Windows using both video 
drivers from ATI and Nvidia. Soon some more opengl32 testcases will be added.
