WGL: SetPixelFormat should fail on the 'root window'

Hi,

This patch corrects the behavior of SetPixelFormat to fail on the 'root 
window' which is accessed using GetDC(0). The test which proves this behavior 
is also attached to the patch. It depends on my other patch 'WGL: 
GetPixelFormat fix for offscreen formats' which added the opengl32 test.
