[winetest 1/2][TOOLS] Skip tests for which the dll is missing

Hi,

Should be applied before the patch to winetest. If not we could have some
strange reports on test.winehq.org (which is only a cosmetic thing I must say).

This patch only skips the *_dll_missing tests from the reports.

Next patches will make sure the missing dlls are also reflected on
test.winehq.org. I'll try and make the smallest possible patches.
