WGL: correctly check GLX capabilities [attempt2]

Hi,

This is an updated version of the patch. This one also moves the loading of 
glXQueryDrawable in the glx function loading code. Without this change 
glXQueryDrawable isn't loaded on ATI hardware (wrong GLX server version).
