[msi/tests] Run tests again on win98 and NT4 (Resend)

Hi,

(Resend to match with current GIT).

Several functions (msi and advapi32) are not available on win98 and NT4.

This patch only makes sure that the user won't see any pop-ups when running
winetest. Several tests will still crash on win98 and NT4.

I'll look deeper into skipping stuff later.

(I tried to keep the 80-char limit for James ;-) ).
