wined3d: Only use one fake context when building adapter info

It always seemed a bit wasteful for InitAdapters to use two fake contexts to
fill in info (once in IWineD3DImpl_FillGLCaps then again afterward when
filling the format configs. This just makes it so one fake context is used.
