RICHED20: EM_GETTEXTLENGTHEX must not count last paragraph break if GTL_USECRLF

Fixes two todo_wine's in riched20 tests. Also required for next patch 
that fixes bug #10577.

Changelog:
* When using GTL_USECRLF flag, EM_GETTEXTLENGTH must not count last 
paragraph break.
* Tests for this behavior.
