[3/5] User32: Add a test for WM_DISPLAYCHANGE

I am using the existing system parameter test framework because it perfectly 
fits my needs for this patch, but I am filtering out the SPI messages from 
display changes in the callback function - They are not reliable, windows xp 
and vista have different ideas about them.
