loader: Add --compile-info option to Wine. [try 2]

I have updated the old patch.  The following are the main changes:

1) Removed the GCC version warning.
2) The patch now displays -fstack-protector information.
3) The patch now displays CFLAGS, CPPFLAGS, DLLFLAGS, and EXTRACFLAGS
information.

These seemed like reasonable fixes based on the wine-devel discussion.  We
do not now have to attempt to catalogue and hard code which GCC versions
work vs. which don't.  However, we can still figure out which one a specific
version of Wine was compiled with so we can know if it is known good and/or
bad.  Perhaps we can store this information on the Wiki somewhere.
