cmd.exe - Rewrite of WCMD_Run_Program

Replicated the search procedure of Windows cmd shell for when something
is not found, including using the PATHEXT list of extensions to try
to append. Fixes many bugs I had found when trying to launch applications
and should ensure correctly waits for console applications which are
found when searching the path (Previously only identifies console
applications which are explicitly identified with full path)

Note this applies on top of my other 7 patches
