[AppDB] Disallow 0 id in deleteMaintainersForVersion()

If given a version object with iVersionId = 0, it would happily proceed to 
remove all super maintainers from the database.

This can be tested by visiting
http://localhost/appdb/admin/adminAppQueue.php?sAppType=version&sSub=view&iVersionId=0
