[advapi32/tests #1] Add tests for OpenSCManagerA

Hi,

Added some tests. I also moved the check whether OpenSCManager is implemented to 
the main sections as that makes sure we only have to check this once.

(Started again with numbering and not sure where it ends). I want to pursue this 
services thingy until I get rid of the service related fixme's (Enum..) in 
Process Explorer. After that I'll return to wintrust and fixing other tests.
