urlmon/tests: Make http protocol mime type test pass on native.

Instead of text/html the server now returns some stuff afterwards about the encoding (I think UTF-8).
This just checks to make sure the two strings start out the same to make sure things like future
changes in encoding, etc. don't change what we're really testing for, which is text/html.
