[advapi32] Create specific access rights for service control manager handles

Hi,

This way we don't have to do the 'calculation' every time when needed and can
just check the single access right (For example SC_MANAGER_CREATE_SERVICE in
CreateServiceW).

This change will get us past some upcoming tests for CreateService.

If accepted I will do the same for service handles (if that turns out to be
'needed' as well).
